Purpose of meeting: Meeting of the Council.
Date: Tuesday 20th November, 2007.
Attendees: Cllrs B. Lush (BL), J. Pearce (JP), P. Clark (PC), P.Lesells
(PL), R Ireland (RI), A. Shaw (AS), M. Baber (MB).
Public Participation:
None at this meeting.
1) APOLOGIES – Cllrs R. Rotchell, A. Hearnden, S. Morris, D. Elliott. Apologies
accepted. Proposed AS, seconded PL, seven in favour.
2) RECEIVE DECLARATION OF INTEREST:
a. In respect of items on this agenda.
RI prejudicial interest in item 4g.
PC personal interest in item 4c.
3) MINUTES:.
To receive and approve minutes of the 1st November, 2007 Council meeting.
Subject to item 16) Car park report / refund season ticket holders, being
changed to read Proposed PL not as written PC the minutes were approved.
Proposed AS, seconded JP, five in favour, two abstentions.
4) Items carried forward from previous meetings:
a. Update on public survey reference uses for the Camelford Primary School
site once it relocates. Only seven copies returned. This item to be
removed from the agenda. Proposed AS, seconded MB, seven in favour.
b. Ambulance service response times. No reply as yet received from the
ambulance service or the NHS Trust.
c. Co-op shop to be asked to re-site and put car park in field behind Anvil
Court (MB). The clerk to write asking the Co-Op what their long term
plans for Camelford are and ask them to meet with Cllrs to discuss
this matter. Proposed MB, seconded BL, six in favour, PC abstained.
d. Rights of way application update. C/fwd.
e. Permission requested from CDCDT reference keys for chairpersons
update. The CDCDT agreed to named key holders being given keys.
Clerk to purchase keys.
f. Medical Centre (RI). Clerk to write to the Primary Care Trust for an
update on the proposed medical centre. Proposed RI, seconded MB,
seven in favour.
g. Town Plan (RI) Standing orders suspended to allow County Cllr J.
Comber to speak to the council. Orders reinstated and a proposal to
write to Mr Pinch and question the shown relocation of the Primary
School in the North Cornwall Development Framework, SAC3 on
plan. Proposed MB, seconded JP, seven in favour.

h. Sixth form closure at Sir James Smith’s school. (PC). The clerk to write
to Sir James Smith’s School and state that Cllrs were disappointed
and sad to hear of the future closure of the sixth form at Camelford.
The council understand the reasoning behind this decision and would
like the school to know it fully supports it. Proposed JP, seconded MB,
seven in favour.
i. Kebab shop rubbish bin (RR). The clerk to obtain details from NCDC
on courses to enable Cllrs to enforce litter and dog fouling measures.
Proposed PC, seconded MB, five in favour, two against namely BL, PL.
j. Broadwood Path sign at Trefrew Road end. BL proposed estimates be
obtained for a path sign. Amendment made that if sign plus
installation is below £100.00 the clerk to continue with the work
required. Proposed PC, seconded BL, seven in favour.
5) ANSWERS TO PUBLIC PARTICIPATION 1st NOVEMBER 2007
MEETING:
None for this meeting.
6) TO ANSWER QUESTIONS FROM COUNCILLORS OF WHICH NOTICE
HAS BEEN GIVEN.
None for this meeting.
7) ITEMS REQUIRING A DECISION
a. Christmas lights and procession (AS). The clerk to ask the Camelford
Welfare Mini-bus to transport Anvil Court residents to the fireworks and the
lights switch on to be held the 1st December. (Phone call followed by letter).
Proposed BL, seconded JP, seven in favour.
b. Camelford Community Network (letter from J. Comber). Standing orders
suspended to allow County Cllr J. Comber to speak to the council. Orders
reinstated and a proposal made to fully support the letter encouraging other
councils to join in a group meeting. Proposed BL, seconded RI, seven in favour.
c. Christmas lights- D. Flower to take photographs. Agreed to for the sum of
£30.00 as of other years Proposed AS. Amendment made to agree subject to
photos being made available to the council website. Proposed PC, seconded RI,
six in favour, one abstention namely AS.
d. Does council want a picture of the Broadwood Path bridge by D. Flower
(FOC).. The council reply was, yes please.
8) ITEMS FOR INFORMATION:
a. CCC Local Maintenance Partnership. Received letter from CCC giving
name of the new liaison officer.
b. MEPs South West 2004-2009. List of MEPs received.
c. Community Facilities survey 2007/2008. The clerk to write and ask
Sarah Thornycroft when Camelford will be asked for their comments.
d. One Cornwall – Survey to complete. Town Mayor to complete survey.

e. Play equipment inspection 9th November, 2007. No problems arose.

f. Local Action for North Cornwall – submit expression of interest. Clerk to
submit expression of interest. Proposed BL, seconded AS, seven in
favour.
g. Crime, Drugs & Disorder consultation. Town Mayor to complete survey.
Proposed AS, seconded RI, seven in favour.
h. NCDC Local Plan-saved policies. AS to read and compile a list of
questions to ask. Proposed BL, seconded JP, seven in favour.
i. Local action for rural communities. Clerk to fill in form.
j. J. Harman request for information under the Freedom of Information act.
Reply from Beachcroft to be sent to J. Harman stating at this present
time he cannot have copy letters asked for.

10) RESOLUTIONS OR RECOMMENDATIONS FROM COUNCILLORS.
None at this meeting.
11) CORRESPONDENCE:
a. Mr E. McCormick – request for information under the Freedom of
Information Act. PC proposed to ask solicitor not involved in case to
advise. Amendment made that the clerk write to the Information
Commissioner and ask for advice on this request. Proposed RI,
seconded MB, four in favour, one against, one abstention.
b. Richard Swale. The council will look after and maintain the war
memorial in Enfield Park. . Proposed BL, seconded PC, five in favour,
one against, one abstention.
c. Celebration Church. Town Carol Service to take place at Clease Hall on
Sunday, 16th December at 1800hrs. The Mayor to do a reading at this
service.
12) PLANNING APPLICATIONS:
Application No 2007/02108 – Land adjacent to 1, Longfield Drive, Camelford.
Erection of two storey dwelling and integral garage and formation of public footpath
link from Longfield Drive to new Wainhomes development for NCDC. No objection.
Proposed AS, seconded PL, all in favour.
Application No 2007/02118 – Land adjacent, Hill Crest, Trevilla Park,
Slaughterbridge. Erection of a building to serve as a farm shop together with the
formation of a new access to serve the development from the existing private drive for
Mr R. Risdon. No objection. Proposed PC, seconded RI, four in favour, two against,
one abstention.
Application No 2007/02171 – Deer Park Farm, Lanteglos Lane, Helstone. Removal
of a hedgerow for D. Bosley. No objection. Proposed AS, seconded RI, four in
favour, two against, one abstention.
Application No 2007/02140 – Kings Acre, Camelford. Change of use of part of site
for the installation of 3 holiday cabins and erection of a games room facility for Mr &
Mrs Powney. No objection. Proposed AS, seconded BL, all in favour.

Temporary sales cabin and temporary access.

Application No 2007/01823 – CO-OP Store, High Street, Camelford. Display
of advertisement signs.
Application No 2007/01747 – Parklane Motors, Valley Truckle, Camelford.
Demolition of garage and removal of fuel tanks and decontaminate site for the
erection of 4 No 1 bed affordable apartments and houses with parking and
landscaping for Mr C. Porrett.

15) PLANNING APPLICATION WITHDRAWN
Application No 2007/01986, Kings Acre, Camelford. Change of use of part of
site for installation of 3 holiday cabins and erection of a games room facility.
Application No 2007/01204. Land off Daws Meadow, Camelford. Erection of
two dwellings for Mrs C. Lacy-Smith.
16) COMMITTEE REPORTS:
Employment committee. Minutes approved by committee. Proposed MB,
seconded PC, all in favour.
Draft contract and job description for town clerk reviewed by full council
and amendments made, the amended documents to be brought back to
the full council. Proposed RI, seconded MB, all in favour.
During this matter PC resigned from the Employment committee.
Clerk to get advice from C.C.C. reference pension schemes for all
employees.
MB to return to next meeting with a draft advert for the proposed new
clerk’s position, RI supplied other council adverts etc for her to view.
The clerk’s position to be advertised after the B. Jordan appeal has been
heard.
Fireworks/Christmas lights (MB) Santa to join the procession through the
town and at the lights switch on.
Firework advert to be put on web site.
Marshals required for the Dec 1st switch on and fireworks/procession.
17) REPORTS FROM OUTSIDE BODIES.
a. Camelford Town Forum. Next meeting 21st November, 2007.
b. CDCDT. Awaiting reports from outside bodies.
c. Camelford Youth Club. No report.
d. Camelford HERS project. No final meeting required, final report to be
circulated when complete.
e. Mayor’s report. Verbal report given (copy on file).
f. Other reports from outside bodies.
Council’s website. RI reported that the webmaster would be enabling
.gov.uk addresses for all Cllrs. RI to show Cllrs individually how to
access.
g. Clerk’s report.
Strimming course for maintenance person not available until May,
2008.
The clerk informed the council that Wendy Clark, Jenny Metters and
the council maintenance man had spent hours tidying the garden
areas in the town and made a real improvement.
Police to control traffic flow on the evening of December 1st, 2007.
