Purpose of meeting: Extraordinary meeting of the Council

1. APOLOGIES – A Hearnden (ill), S Morris(working will be late), A Shaw
(working). Apologies accepted proposed DE, seconded JP, all in favour.
2. RECEIVE DECLARATION OF INTEREST: none
3. TO CONSIDER PASSING THE FOLLOWING RESOLUTION IN
RESPECT OF THE ITEMS LISTED BELOW :
“That the press and public be excluded from the meeting for the following items of
business on the grounds that they involve likely disclosure of information prejudicial
to the public interest as defined in the Local Government Act 1972.” Proposed PL,
seconded RR, seven in favour, PC against.
Matters discussed:
E-mails from SWPE received reference B. Jordan suspension. So far a satisfactory
agreement had not been reached with Mr Jordan or his Union Representative. The cut
off date for an agreement is the 28th August. SWPE advised that the earliest date for a
discipline hearing would be the 5th September.
Before any proposals were made the Beachcroft file was considered.
PC proposed that the council set up a disciplinary hearing if no agreement received
from B. Jordan’s legal representative on or before the 28th August, 2007. The
disciplinary meeting to be arranged for the 5th September, 2007 at 1400hrs, seconded
PL, seven in favour, one abstention DE.
Disciplinary Committee: PC proposed RR, PL, SM and DE in reserve, seconded MB,
all in favour.
BL proposed that Russell Symons from SWPE attend the disciplinary hearing as the
council’s advisor and to be asked to come in the morning before the meeting to advise
members of their responsibilities.
PL proposed that the requested conference phone call be set up as requested by
Beachcroft. Members in attendance to be JP, PC, BL and RI, seconded RR, all in
favour. Date to be confirmed by the clerk.

BL read out a letter from Devon & Cornwall Constabulary reference information
requested by the council for a witness transcript of the B. Jordan interview. Due to the
technical nature of the reply JP to suggest to Beachcroft at the conference phone
session that they might like to communicate with the police to obtain a copy of the
transcript on the council’s behalf.
