Purpose of meeting: Town Council Meeting.

Date: Thursday 20th June 2006

Attendees: The Town Mayor – J. Finch (JF).
The Deputy Mayor – Cllr B. Grills (BG)
Cllrs, P. Clark (PC), S. Elford (SE), R Ireland (RI), B Lush (BL), D. Pierce (DP) A Shaw (AS), M. Williams (MW).

John Evans from the Credit Union spoke to the Council on the work of the union or Savings and loan co-operative. They hope to self sufficient within three years. Their target is the people who find it difficult to get an affordable loan and to try and educate people in money management. In future they hope to open in Camelford on a Wednesday and Friday between 11am and 1pm.

Police Sgt Paul Jones attended and said that he was the neighbourhood Sergeant and Geoff Squires is to be the neighbourhood beat officer, there is to be one officer on duty at all times and there are going to be two PCSO’s attached to Camelford. Crime is not to big a problem in the town but the Police are going to be sending out stage one letters for ASBO’s. BL asked about speeding in the Sportsmans area and Sgt Jones stated he would look at the possible use of speed guns. JF made reference to the illegal parking in the loading bays, Sgt Jones stated that several parking tickets had been issued and there is little else they can do.

1. Q. How are the owners of vehicles traced for the purpose of imposing fines?
A. Using DVLA form VQ4
2. Q. How many non-payers from outside the immediate Camelford area have been traced?
A. All of them, all but two have paid
3. Q. how many of the Quoted 8 – 10 who, it is proposed, will be taken to County Court are from the immediate Camelford area?
A. seven if they don’t pay.
4. Q. How did the Car Park attendant/Town Clerk identify the owners of vehicles which may be subject to County Court action?
A. Same as Question 1.
5. Q. if it is an offence to park in Churchfield Car Park without an appropriate ticket why isn’t a Magistrates Court the correct course for further action?
A. The Magistrates Court no longer deal with these, County Court action is immediate, if payment is not made Bailiffs can be sent in without further recourse to the Courts.


1. Apologies. Cllrs Crockford (working) & Sanders (ill). Proposed by JF and seconded by AS that we accept their apologies. This was agreed unanimously.

2. To read, confirm and sign the minutes of the meeting held on the 1st June.
BL proposed that minute 2006/059/5 be changed to show that the voting showed five in favour, three against and one abstention. JF seconded and it was agreed with eight in favour with one abstention.
PC stated that he did not believe the minutes were a true and accurate record of the meeting.
Subject to the above the minutes were proposed by DP seconded by BG and agreed with six in favour with BL, PC & RI against.

4. Items carried forward from the last meeting.
1 Computer. PC reported that he had checked the computer; After further discussion BG proposed and SE seconded that a new computer is purchased and the present computer is kept intact for possible future use as a word processor if a second person is needed for the parks project. This was agreed with seven in favour with RI against and BL abstained. The Clerk and PC to study the specifications to choose a new computer.
5. Ongoing Items.
1 Chapel Street. All residents and businesses that use the street have been sent a form with three options. Up to now 12 replies have been received. The Mayor asked all councillors who may have reservations to let her have them in writing by the beginning of next week. c/f.

3 Traffic Monitoring. c/f
4 Entrance to Churchfield Car Park. The clerk informed the council that the order had been given for the repairs and the work will be done soon. c/f

1. Cllr Lush. Standing Orders. I wish to know if standing orders are not due to be updated until October 2006. Why is there seen to be a need to review them prior to this? The Clerk replied that as the Council does not have separate Financial Regulations in place, to bring the Council up to date it makes sense to do the two together.
2. Cllr Lush. Destruction of Car Park Consultation Documents. I wish to know if the above returns have now been successfully destroyed. The Clerk replied that they had.
3. Cllr Clark. “The Legal and financial security of our Council”. The mayor answered these Questions.
Q. Which councillors are responsible for this financial security? A. All councillors
Q. If it is all of us, how do we inspect the books and when? A. Contact the Clerk and make an appointment.
Q. What records are kept of the petty cash expenditure? A. all receipts are kept and checked by the Mayor and Deputy Mayor.
It was agreed that Cllr Clark’s recommendations re logging software/Computer Policy is left on the table. This was agreed with six in favour one against and two abstentions.


8 Items requiring a decision.
1. Camelford & District Welfare Mini-Bus. Request for a donation. After some discussion on the merits of this type of donation MW proposed that the Council look again at whether the council should support Capital projects and/or include running costs. This was seconded by BG and agreed by five votes in favour with three against and one abstention. This item to be put on the next agenda and the request to be carried forward.
2. Request to display posters. This item has been resolved.

9 Items for information.
1. North Cornwall Arts. Events notices. Received.
2. Local Government Stakeholder Day 23rd June. The Clerk and AS will be attending.
3. C.C.C. Highways act 1980. Adoption of road section 38, Longfield Drive, Camelford.
4. C.C.C. Highways act 1980. Adoption of road section 278, Victoria Road, Camelford.

2. 2006/00995. Full Planning. Retention of windows previously installed in the south elevation without consent. Chapel Court, Chapel Street, Camelford. Mr & Mrs Pooley. AS proposed no objection, MW seconded and it was agreed unanimously.
3. 2006/01014. Full Planning. Re-slating of roof to main building and to rear linked building including new facia boards and new cast iron rainwater goods. 8B, Victoria Road, Camelford. R Sleep Ltd. BL proposed and BG seconded no objection. This was agreed unanimously
4. 2006/01016. Outline Planning. Residential Development, land adjoining Inns Park, Camelford. Regency Estates 1903 Ltd. The Council objects to this proposal. Letter from Cllr A Shaw & list of reasons attached.
5. 2006/01052. Full Planning. Demolition of existing garage storage area and erection of new timber and slate workshop/storage area with improved hardstanding. Apple Tree Cottage, Newhall Green, Delabole. Mr A Campbell. AS proposed no objection, DP seconded, this was agreed with eight in favour and one abstention.

The Mayor and deputy Mayor had declared so it was proposed by JF, seconded by MW that AS take the chair for this item.

6. 2006/01069. Listed Building. Listed building Consent for the erection of a single storey extension to provide new reception and office and to remove existing turnized slate roof and replace with new slates. Juliots Well Holiday Park, Camelford. Travelsmith Holiday Ltd. MW proposed no objection, RI seconded and it was unanimously agreed.

3. Youth Club. £1000 has been received from the Children’s Fund. Looking for a new Portacabin or similar to fill in space. Everything going well.
